In 2005, the Delaware General Assembly established a renewable portfolio standard (RPS) requiring suppliers of electricity to purchase a minimum amount of their electricity from renewable sources or else make an alternative compliance payment for the amount of the shortfall. This system is administered through a system of renewable energy credits (RECs) and solar renewable energy credits (SRECs) to track the sale of renewable and solar generation.

Beginning with sales as of June 1, 2012, Delmarva Power & Light began to charge all of its distribution system customers for RPS compliance costs through a “non-bypassable” charge based on the weighted average cost of the RECs and SRECs supplied by Delmarva. If you are an end-use customer of Delmarva’s distribution system, these charges will appear on your bill.

For those end-use customers supplied through contracts entered into before March 1, 2012 that already include an RPS compliance cost (Transitional Retail Contracts), Delmarva will credit the distribution portion of the bill by the amount equal to the non-bypassable charge for the duration of the Transitional Retail Contract.
